My 'cheap' insulation quote doubled my cooling bill in Boise

Back in March, I hired a guy off Craigslist to spray foam a 1,400 square foot addition outside Boise. His quote was half of what the three licensed companies said, and he swore the closed cell was code compliant. Six weeks later the utility bill doubled and two bedrooms never cooled below 78 degrees. Turns out he used open cell in a zone that needs vapor barrier, and the moisture wrecked my drywall and duct seams. I had to tear out the foam, redo the vapor barrier, and hire a real crew, which ran $4,800 on top of what I already paid. Has anyone else dealt with unlicensed spray foam work, and how did you verify the material after it was applied?
