Rant: saw a 45 second ad before a 30 second video at a gas station in Tulsa, who is this even for?

Stopped at a QuikTrip off I-44 last week to check a game clip on my phone and got hit with a 45 second unskippable ad before a 30 second video played. Now I keep going back and forth on whether these pre-roll ads are just background noise people ignore or if they actually stick in your head enough to matter. So which is worse, the 45 second ad that you can't skip or the 2 second ad that plays twice in a row?
