DAE see guys topping oaks in July here in Raleigh?

Drove past a crew last week cutting the whole top out of a live oak in 95 degree heat, and the wound paint they slapped on is just trapping moisture under a sealed layer, which is the exact opposite of what that tree needs. Is it just me seeing this all over, or is there a reason crews still do it that I'm missing?
