Nine days in Phoenix is brutal, that's like $200 in extra fees if you're renting a car or paying for a rental while yours sits there. I used to go with whoever was cheapest on those quote sites, saved maybe $150 upfront, then my car went from Denver to Seattle by way of Vegas and sat for a week somewhere in between. The cheap guy just brokers it out to whoever bids lowest, and that guy waits until he has a full truck before moving anything. Now I pay a bit more and it actually shows up when they say. Learned that one the hard way.
