DAE see people pouring concrete right onto dirt with no gravel base?

My neighbor poured a 10x12 shed slab straight onto bare clay in his yard off Maple Street, and it cracked corner to corner in under 5 months. You need 4 inches of compacted gravel under there, and yeah it costs about $60 extra in bags, but that slab is done. Anyone else seeing this on every DIY patio job around town?
