Tried to get my apartment building to start a compost bin and the landlord shut it down in 2 weeks

I got 8 neighbors to sign a petition for a shared compost bin in our Chicago building last month, but the landlord killed it over 'smell complaints' that never even happened, so now I'm wondering if anyone has gotten a landlord to actually say yes to something like this?
