My crew's stuck because of new noise complaints from lakeside homes
We got a fine for running the pump before 7 AM, even though that's when the tide is best.

That part about the tide being best right when you can't run the pump is the real kicker. Have you tried talking to the town or whoever wrote the fine about the tide schedule? Seems like the rule doesn't get how some work has to match the water, not the clock.

Our dock project got a $500 fine last summer, same deal.

A buddy of mine had his crew work at low tide and still got slapped with a fine. The town just wouldn't listen to reason about the water levels.
