Saw a news article once where a homeowner hit a gas line digging a post hole. In my experience, the locate services are there for a reason, even for small jobs. Your mileage may vary, but better safe than sorry.
That news article you mentioned is exactly why I never skip calling for locates. @charlesm11 is right, it's just common sense even for minor digging. The possible damage is huge, and people can get hurt real bad. I don't care how small the job seems, always make that call. Being lazy here can cost you everything.

But hearing about cases like the one @charlesm11 brought up totally changed my view. Maybe it's just me, but seeing how badly things can go wrong makes you realize it's never worth the risk. Idk, now I always make that call, even for what feels like nothing.
