The "whole thing tipped over in the wind" part is just what happens when you feed a tree that's already on its way out. Root systems on a dying oak are already weak and rotten, so dumping fertilizer on it doesn't fix the roots, it just pushes top growth the tree can't hold up. More leaves and branches up top with nothing solid underneath means the first good gust lays it flat. That tree was going down no matter what you did, fertilizer or not.
