Soil tests can be off sometimes. The county office tests for the big three, nitrogen, phosphorus, potassium, plus pH, but that tells you zip about whether the dirt's actually alive. You can have great numbers on paper and still have worms and microbes packing their bags. Send a second sample to a different lab before you start dumping stuff on it. The old guy might be right, or he might just be bored and wanting to talk.
