Ugh, I had that happen once. I just tell people it's a rule that they can't touch anything for insurance reasons.

You asked if it was safety or just annoying, but that line can be super thin. Like, was it a minor bug in an app that made you restart it, or was it a faulty brake light that no one fixed? The INTENT behind the problem matters too. Give me a real example from what you're talking about, because sometimes annoying things ARE safety issues if they make people cut corners or ignore warnings.
