Man, screw the chafe guard, that just adds another thing to snag on the jacket bracing and you'd still be splicing line either way. Seems like you knew the risk going into tight jacket work and one bad kink is just the cost of doing business down there.

Walked a job site in Phoenix and the expansion joints were a total joke

Ran into the same thing on a tilt-up in Vegas. Pulled up ACI 360 spacing charts and the local code on my laptop right there in the trailer, then showed the GC the crack map next to his joint layout. Framed it as a change order risk on his end, not a blame thing, and he got it. Got the extra joints cut in before the slab took on any more damage.
